Jonathan York is the response and recovery branch director for the Kansas Division of Emergency Management, having oversight of all branch activities including the communications unit, human services section, public assistance section, regional coordinators, technological hazards section, and staff duty officer program. The response and recovery branch is responsible for interfacing with counties before, during, and after an emergency or disaster that may be beyond the capabilities of local governments and coordinate state assistance to augment local response and recovery actions. Jonathan is also responsible for management of the state emergency operations center, coordinating the state’s response and recovery actions with local governments, state agencies, Kansas National Guard, federal agencies, voluntary agencies, and private sector partners.
A Kansas certified emergency manager (KCEM), Jonathan is also the emergency management assistance compact (EMAC) coordinator for the State of Kansas and chair-elect for the EMAC executive task force (ETF). Jonathan has served as the lead state representative on the EMAC ETF from 2011-2015 for Region VII states – Kansas, Missouri, Nebraska, and Iowa. Prior to joining Kansas Division of Emergency Management in February 2009, Jonathan was the emergency management director in Marshall County, Kansas. A former member of the northeast region incident management team, Jonathan responded to the Greensburg tornado and southeast Kansas Floods in 2007.
